COVID-19 represents an existential moment and a call to action. The country faces an epidemic of stress that left untreated can be debilitating and deadly. The prolonged exposure to stress, combined with physical distancing and economic distress can create and/or exacerbate physical, psychological and behavioral issues including depression, anxiety, substance use, intimate partner violence and child abuse.
The impact of the COVID recession will be most acutely felt by those on the margins including poor and black and brown communities. While economic recovery is central, we must concurrently develop a Mental Wellness Recovery Plan. We know that our greatest tool is helping facilitate healing connections and that relationships are the secret sauce to mental wellness.

To support San Francisco’s recovery from the impact of mass trauma, particularly for our most vulnerable populations, utilizing a trauma informed lens, such that our message is unified and our efforts are complimentary.
Heal San Francisco response will coordinate between different health plans and service agencies to ensure access to resources and collaboration across public, nonprofit and volunteer efforts.
Heal San Francisco will convene a panel of trauma and stress experts to advise on how to better deliver trauma-informed mental health care through San Francisco’s existing health care and community-based service systems, as well as promoting and aligning strategies that will buffer and potentially mitigate the impacts of prolonged stress on our residents.
This is the Heal SF Framework. It identifies the 4 layers of healing for which this effort will coordinate and
align resources for. Ensuring that each layer is addressed as part of San Francisco's response to COVID-19's impact
of our mental health and well-being is critical to ensuring success at buffering all impacts of stress.
